Le président MILOSEVIC vient de dénoncer devant le pseudo TPI de La Haye l’implication de la France et du président Chirac dans le massacre de Srebrenica.
Il a raison !

Le président Milosevic fait en effet référence aux investigations menées fin 1999 en Yougoslavie suite à l’arrestation d’un groupe de mercenaires liés aux services secrets français et infiltrés dans l’Armée de la Republica Srepska (Bosnie), le groupe « Pauk » (Araignée). Les enquêtes menées impliquaient directement l’OTAN et plus précisément la France et le président Chirac dans l’organisation du massacre de Srebnenica.

Les lecteurs de la presse du PCN n’ignorent rien de cette affaire puisque « L’EUROPE COMMUNAUTAIRE », l’hebdo communautariste européen que publiait alors le PCN, titrait en couverture de son numéro 24 (25 février 2000) « Srebrenica : un crime de guerre de l’OTAN ! ».  

Nous y précisions ce qui suit : « Srebrenica, symbole mythique de la morale occidentale dans la propagande impérialiste lors de l'intervention de l'OTAN en Yougoslavie, n'est qu'une manipulation médiatique. Non pas dans le sens où nul ne serait mort dans cette ville bosniaque, et il est difficile de nier que des centaines de musulmans y ont été assassinés, mais plus simplement parce que ce massacre fut bien l'oeuvre des services secrets français et d'organisations paramilitaires pilotées par le camp occidental. »

 

DES FEVRIER 2000, L’HEBDO DU PCN DENONCAIT SREBRENICA 
COMME « UN CRIME DE GUERRE DE L’OTAN » 

IN FEBRUARY 2000, THE PCN-NCP DAILY DENOUNCED SREBRENICA AS “A NATO WAR CRIME”

Dans son éditorial du même hebdo intitulé « La France est responsable du massacre de Srebrenica ! », Luc MICHEL dénonçait les mensonges des media occidentaux et les responsabilités de l’IOTAN :

« Les vrais criminels de la guerre impérialiste menée par l'OTAN en Yougoslavie afin de démanteler cette nation ne sont pas toujours ceux que la propagande occidentale désigne pour justifier son action. Un ministre yougoslave a accusé vendredi la France d'avoir supervisé le célèbre massacre des musulmans de Bosnie en 1995, dans le but de permettre l'intrusion des soldats de la paix impérialistes de l'OTAN dans la Yougoslavie d'alors. Le ministre de l'information Goran Matic a démontré dans une conférence de presse que les services secrets français étaient responsables du massacre perpétré dans cette ville de l'Est de la Bosnie, massacre aujourd'hui considéré comme la pire atrocité en Europe depuis la fin de la Seconde Guerre Mondiale. "Nous pouvons affirmer ouvertement que cette stratégie a été initiée dans des cercles français et musulmans dont les liens demeurent secrets, et que le massacre complet fut dirigé par les services secrets français", affirme Matic, un membre important du gouvernement national-communiste de Yougoslavie. Sa version des événements contraste singulièrement avec l'opinion médiatique très répandu en Occident comme quoi ce furent les chefs des Serbes de Bosnie qui commirent le massacre de Srebrenica, en 1995, lorsque 8000 musulmans furent assassinés soi-disant suite à l'invasion de la ville par les Serbes. Le tribunal de guerre des Nations Unies avait alors poursuivi pour génocide le leader des Serbes de Bosnie, Radovan Karadzic, et son commandant militaire Ratko Mladic.

D'après Matic, les français ont travaillé de concert avec leurs alliés musulmans. Et une partie de l'armée serbe de Bosnie, la 10ieme brigade anti-terroriste, fut aussi impliquée: "L'opération tout entière fut planifiée et organisée par un groupe des services secrets français, auquel s'ajoutent le général Philippe Morillon et deux collabos, l'ancien chef de la police bosniaque Alija Delimustafic, et le commandant musulman des forces qui défendaient Srebrenica, Naser Oric."  Matic explique que deux membres du groupe paramilitaire piloté par la France nommé Pauk (Araignée) furent impliqués. C'est ce même groupe de barbouzes de l'impérialisme que Matic désigne à raison comme responsable d'avoir préparé une tentative d'assassinat du président yougoslave Slobodan Milosevic.

L'estimation du nombre des victimes proposé par Matic diffère aussi de celle donnée par les médias et la propagande occidentale. Il explique que "prés de 1200 soldats musulmans sur le point d'être capturés furent assassinés à Srebrenica dans ce terrible massacre", et il précise que les français ont tout planifié pour permettre à la guerre de se conclure par l'entrée dans le pays des troupes de l'OTAN. Selon Matic, la 10ieme brigade anti-terroriste serbe fut corrompue par les services français dans la planification d'un massacre qui servait aussi à diaboliser Milosevic : "l'accord stipulait que Srebrenica devait se rendre aux forces serbes sans combat, qu'Oric devait s'en aller avec ses troupes et que la 10ieme brigade devait assassiner les personnes demeurant encore à Srebrenica, et c'est ce qui arriva."

Ces affirmations, Matic les tient des aveux que les autorités yougoslaves ont reçu des membres de Pauk qui ont été arrêtés. Il affirme ainsi que "compte tenu des nouvelles informations obtenues des membres du groupe terroriste Pauk, nous sommes maintenant en position de mieux éclairer les circonstances et de donner des preuves expliquant la façon dont la massacre de Srebrenica s'est déroulé." La sale guerre de l'Occident en Yougoslavie était une entreprise cynique de conquête impérialiste, et la propagande des médias demandait des massacres que les défenseurs de la paix au service des Etats-Unis n'ont pas hésité à organiser eux-mêmes ». Communiqué de la section francophone du "Comité International pour la Défense de Slobodan Milosevic" (ICDSM) :

LIBEREZ MILOSEVIC !

Les Kollabos pro-américains qui gouvernent la Yougoslavie et la Serbie depuis le coup d'état rampant du 5 octobre dernier viennent de jeter définitivement le masque.

Ils viennent d'extrader le président Milosevic vers le soi-disant "Tribunal pénal international", créé et financé par l'OTAN, qui exerce une parodie de justice principalement contre les Serbes (A quand l'inculpation des criminels de guerre de l'OTAN, de l'UCK ou de l'Armée croate ?).

Ils ont échangé Milosevic contre une grosse poignée de dollars, comme ils l'avaient déjà arrêté en avril dernier pour les mêmes motifs. Trente deniers de Judas pour les traîtres serbes : de quoi tenter de survivre face au mécontentement populaire qui gronde devant la dégradation rapide de la situation économique et les promesses non tenues.

Les quislings de la DOS ont pour cela  montré le mépris le plus total des institutions yougoslaves.

La DOS a violé la constitution qui interdit l'extradition des nationaux yougoslaves en adoptant un décret anticonstitutionnel.

La DOS a violé le droit en transgressant la décision de la Cour constitutionnelle suprême yougoslave qui venait de suspendre le dit décret.

La DOS a violé les garanties formelles du droit yougoslave et international qui ouvre des voies obligatoires de recours et d'appel à toute personne menacée d'extradition (procédures légalement engagées par Milosevic).

La DOS a violé les règles démocratiques qui confient au parlement, où les Kollabos de la DOS sont minoritaires, le vote des modifications constitutionnelles.

La DOS a violé les règles de fonctionnement de toute majorité gouvernementale en adoptant le décret contre l'avis de leur partenaire monténégrin, le SNP, opposé à la violation de la constitution yougoslave perpétrée par la DOS.

La Yougoslavie n'est plus un état de droit.

C'est une république bananière gouvernée par une junte vendue à l'impérialisme et au néocolonialisme de l'OTAN et des USA. Et le président Kostunica est un judas qui a vendu son honneur.

Milosevic n'a pas été extradé mais enlevé et livré illégalement au TPY, organe de répression de l'OTAN.

Aujourd'hui, le président Milosevic est le premier des résistants au Nouvel Ordre Mondial et à la dictature de l'OTAN.

Aujourd'hui, tous les hommes libres doivent se mobiliser pour défendre l'ancien président yougoslave : NOUS SOMMES TOUS DES MILOSEVIC !

Remise de Slobodan Milosevic au TPI : un ''kidnapping''

La remise de l'ancien président yougoslave Slobodan Milosevic à un responsable du Tribunal Pénal International (TPI) de La Haye constitue un ''kidnapping'' sous ''la pression des Américains et de l'OTAN'', a affirmé ce jeudi 28 juibn son frère Borislav Milosevic.

''C'est un marchandage (...) sans aucune raison, sans aucune base légale'', a ajouté sur LCI Borislav Milosevic, qui a occupé les fonctions d'ambassadeur de Yougoslavie en Russie. Il a qualifié de ''bourreaux'' les responsables du TPI, affirmant que son frère n'avait ''aucune chance'' d'être jugé équitablement.

Un peu plus tôt ce jeudi, la Cour constitutionnelle fédérale avait pourtant suspendu temporairement le récent décret gouvernemental permettant son extradition vers le TPI. Le 28 mai 1999, ce dernier a inculpé l'ancien chef d'Etat de crimes de guerre et crimes contre l'humanité pour les atrocités commises au Kosovo en 1998 et 1999.

''Je n'arrive pas à croire ce qui est arrivé'', a réagi le principal avocat de Slobodan Milosevic, Me Toma Fila. Un autre avocat, Me Branimir Gugl, a accusé les autorités d'avoir enlevé son client. ''La procédure d'extradition sans la présence d'avocats équivaut à un enlèvement'', a-t-il dit à l'agence Associated Press.

Après le gel du décret gouvernemental, la Cour constitutionnelle devait se prononcer sur la constitutionnalité de cet édit afin de savoir s'il ne violait pas l'interdiction faite à la Yougoslavie d'extrader ses propres ressortissants

La fin de la coalition !

A Belgrade, cette nouvelle a toutefois semé un certain désordre au sein de la classe politique, faisant planer le risque d'une crise sur le gouvernement réformateur. Des partisans de Milosevic se sont rassemblés en masse dans le centre de la capitale.

Le président yougoslave, Vojislav Kostunica, a appris la nouvelle par les médias, ont affirmé des sources présidentielles.

Sa réaction n'est pas encore connue. Mais jusqu'à présent, Kostunica - qui n'a jamais été un partisan convaincu de la justice internationale - avait assuré que le dernier mot devait revenir à la Cour constitutionnelle de son pays.

"C'est la fin de la coalition"

Or, cette instance suprême avait auparavant décidé de geler l'application du décret adopté samedi dernier et permettant de transférer des citoyens yougoslaves à La Haye.

Les juges constitutionnels avaient demandé aux autorités de ne pas entreprendre le transfert tant qu'il n'auraient pas statué sur un recours présenté par les avocats de Milosevic, selon lesquels le décret est inconstitutionnel.

Par ailleurs, le Parti socialiste du peuple (SNP) monténégrin, partenaire minoritaire au sein du gouvernement yougoslave, a décidé après l'annonce du transfert de quitter la coalition en signe de protestation.

Le SNP avait déjà décidé de ne pas voter un projet de loi de coopération entre Belgrade et La Haye, ce qui avait obligé le gouvernement à adopter un décret. "Nous restons fermes sur notre position. C'est la fin de la coalition", a déclaré le leader du SNP, Pedrag Bulatovic.

La DOS gouverne désormais contre la majorité, contre la Loi, contre la Constitution, contre le peuple : c'est une junte de république bananière !

PROCLAMATION OF THE SOCIALIST PARTY OF SERBIA

Respected citizens!

An attempt at treason and shameful capitulation of the country is going on! The decree by which members of the DOS politburo in the Federal Government have accepted extradition of our citizens to the Hague Tribunal is an unprecedented anticonstitutional and antipopular act that puts under the question survival of the federal state, our freedom and sovereignty.

This unprecedented decision has been prepared and followed by a series of lies and manipulations such as: alleged commitments accepted in Dayton, alleged unity of the international community, alleged prospects of our better treatment in donors' conferences... They've been telling us that if we cooperate with the Hague Tribunal the NATO countries will forgive the interest [on alleged international debts] that accrued during the period of embargo and aggression, but they haven't been admitting that we shall pay many times more by loosing the right to receive war reparations, and by being compelled to pay 'compensation' to Bosnia and Croatia and by allowing our economy to be sold at bargain prices.

This decision is unprecedented in world history unprecedented. Its real aim is the amnesty of NATO criminals and the imposition of collective guilt on the Serbian people, guilt for all past and future suffering in the region. In this way the Serbian people would lose all prospectives and become an object of mass deportations to foreign political judges of the Hague Tribunal, financed by George Soros and American agencies.

DOS just destroyed the Federal Government. Due to resistance in Montenegro, they want to destroy the Federal State as well. They are attacking the Yugoslav Army.

The Presidents of Yugoslavia and Serbia are not only failing to protect the constitutional order, but are also becoming a cover for its undermining. DOS blackmails and misuses the judiciary. The economic system has been decimated and poverty has become massive. Education, health-care, culture are ruined. The country drowns hopelessly deep.

Respected citizens,

Say decisively NO to these traitors against the people and the country ! Say NO to the ones ready to sell the Serbian soul and honor for a handful of dollars !

A people who deserve the admiration of the world for its heroism can not accept this major humiliation! The Serbian people will never recognize their capitulation !

Let us unite to protect democracy, sovereignty and constitutional order ! Let us protect Slobodan Milosevic and each citizen of this country !

STATEMENT OF THE SOCIALIST PARTY OF SERBIA
Head Committee

The Executive Committee of the Socialist Party of Serbia warns that the decision of the DOS Politburo to adopt a federal decree authorizing extradition of Yugoslav citizens to the Hague Tribunal represents a most severe violation of the Constitution and paves the way for the imposition of martial law in the country.

Since the DOS regime has failed in its attempt to pass the anticonstitutional [extradition] law in Parliament, they decided to simply adopt a decree which in its essence abolishes the multiparty parliamentary system.

In so doing DOS has taken control over the state by decrees; there is nothing left of the rule of law. The Federal Government is not working. The Presidents of Yugoslavia and Serbia who are obliged to protect the Constitution as well as the interests and dignity of the people and the country are not reacting to this major violation of the Constitution and even more, they are serving to cover for this policy that produces serious harm to the country and the people. The interests of the people can not be subordinated to anyone's personal,
leadership or political ambitions. No one has right to violate the Constitution which forbids extradition of our citizens, nor can anyone agree to commitments [such as this one to deport Yugoslav citizens] in contradiction to the interests of the people.

No one has right to diminish and insult the thousands of victims of the NATO aggression, nor to forgive the mass destruction and grant amnesty to the people responsible for crimes against peace and humanity. The aim
of the DOS decree is, by the surrender of our citizens, to impose collective guilt on the Serbian people for everything that happened in the past. The actions of DOS and of the Soros representatives in the Federal Government are unprecedented in world history. All those who are taking part in it or are agreeing with it must be clear that they bear the responsibility for unforeseeable consequences.
Since they act contrary to the Constitution and to their powers - both they and the so-called International Community must know that Serbian people and our citizens will never recognize the legitimacy of these actions.

The leadership of the Socialist Party of Serbia, on behalf of its highest Party organs and on behalf of its Parliamentary Groups in the Federal and Serbian Assemblies, has sent a letter to the president of the Federal Republic of Yugoslavia, Vojislav Kostunica, demanding that this violation of the Constitution be stopped, as well as the system of capitulation derived from the anticonstitutional decree on extradition.

STATEMENT OF THE SOCIALIST PARTY OF SERBIA

The Socialist Party of Serbia underlines that by today's DOS decree an unprecedented coup has been carried out against the constitutional order of the country. The constitutional protection of all citizens of the Federal Republic of Yugoslavia, and in the first place of the defenders of the fatherland [the Army and police] has been abolished.

The Socialist Party of Serbia, as the largest opposition party, considers this to be a disgraceful fraud against the people, who will never accept the legitimacy of such an act.

The Socialist Party of Serbia decided to send immediately an appeal to the Federal Constitutional Court to judge the legality of the decree of the DOS part of the Federal Government.

The Socialist Party of Serbia expects that the Federal Constitutional Court will :

1. Declare the decree issued by the DOS members of the Federal Government unconstitutional, since the Constitution of the Federal Republic of Yugoslavia and the Constitution of the Republic of Serbia explicitly forbid the extradition of their citizens;

2. Issue an injunction against the implementation of any individual act or action that might be based on this unconstitutional decree, since it can lead to irreversible harmful consequences for the interests of the people and state, until a final decision will be made.

 

BELGRADE, 16 JUIN 2001

Milosevic Supporters Rally

About 20.000 supporters of  president Slobodan Milosevic  rallied this Saturday  June 16 to protest the criminal proceedings against the ousted leader and his possible extradition to the U.N. war crimes tribunal.

"Freedom for Slobodan", and "Freedom for Serbia", read two huge banners at the rally in the center of Belgrade. It was attended mostly by patriots and communists, many of whom were bused in from other parts of the country.

Our comrade Zivadin Jovanovic, from the SPS, who was the foreign minister during Milosevic's rule, warned that handing over the ex-president to the U.N. tribunal would be "an ultimate treason".

Jovanovic remains a top official of Milosevic's Socialist party, which organized the rally.

The crowd booed at every mention of the tribunal in fiery speeches by Jovanovic and other Milosevic associates.

Meanwhile, the current quisling DOS prime minister of Serbia, the main Yugoslav republic, warned Saturday that failure to hand over Milosevic to the tribunal would cost the country Western financial support.

American's muppet Zoran Djindjic stressed that Yugoslavia, as a U.N. member, "simply has to cooperate with the U.N. Tribunal", Beta news quoted him as saying. Extraditing Milosevic has been a key condition of the United States for giving support to Yugoslavia's ravaged economy.

On Thursday, Yugoslavia's government adopted a draft law that would enable Milosevic's extradition to the U.N. war crimes court. This law was adopted by the majority (DOS)  of the governement against the minority (SNP – Socialist party of Montenegro).The legislation was submitted to the federal parliament for consideration.

SERB SOCIALISTS CALL 'AID' PROMISES SUCKER BAIT

Socialist Party of Serbia blasts the "Washington-has-Yugoslavia-over-a-barrel" argument.


INTRODUCTORY NOTE

Yugoslav authorities - including Voyislav Koshtunitsa and Zoran Djindjic - are going all out to push a law through the Yugoslav Federal Parliament. That law would legalize cooperation with the notorious Hague War Crimes Tribunal.

The Montenegrin Socialists, who hold the decisive votes in Parliament, have so far held firm against this law.

Meanwhile, many Yugoslavs believe the claim made by the Belgrade authorities that if Yugoslavia does not help railroad Yugoslav leaders to the Hague Tribunal, the U.S. will prevent a June Donors' Conference from giving Yugoslavia much-needed aid.

People are being tricked, says the Socialist Party of Serbia. Here's their scathing refutation of the "we have to do it because we're being financially blackmailed" argument.

WE ACCUSE: AID PROMISES ARE A TRAITOROUS LIE !

For the leaders of a country to tell the people in that country that they should extradite patriots in exchange for money from the forces which have bombed that country - is an outrage.

But for leaders of a country to pretend that they are getting money from the bombers when they know perfectly well they are not - to tell the people that they should support the jailing of their patriots in exchange for money which these leaders know does not exist - this is the worst treason.

The present authorities in Belgrade are guilty of treason.

No Donors' Conference has ever given any money to any country. The term "Donors'' is itself a deception. The proper title is ''Creditors' Conference.'' If a "Donors' Conference" takes place in June it will be a meeting of the banks that claim Yugoslavia owes them money. The purpose of that meeting, like the purpose of all Donors' Conferences, will be to plan how to sell Yugoslav property so they can get back the money they claim they are owed as quickly as possible.

To whom will they sell Yugoslav industries to get their money ? To themselves basically.

How much will they sell it for ? Pennies on the dollar.

How much of the so-called Yugoslav debt will get paid in this way?  Very little.

What will happen to the industry that the 'Donors' scoop up in this fashion ? Wherever such industries might compete with some industry from the 'Donor' countries, the factories will be closed down.

Let us take an example that occurred in Hungary, a country whose leaders have more than cooperated with the U.S. The U.S. firm, General Electric, bought the big light bulb factory in Hungary and closed it down. Now Hungarians have to buy light bulbs imported by GE.

This has happened in dozens of countries. Donors' Conferences helped plan the devastation of the economies of :

* Ukraine - went from the bread basket of Europe to being dependant on Western surplus "food".

* Bulgaria - industry stripped and shut down.

* Russia - wages fell almost 90% overnight.

* Vietnam - after the "Donors' Conference" its industry was stripped to raise the money to pay off 'debts'. This was particularly vicious because those 'debts' had been accumulated by the puppet regime of South Vietnam. South Vietnam incurred the 'debts' when it bought weapons
from the U.S. to fight Vietnamese patriots!

That's what a Donors' Conference does.

Sometimes the real work takes place after the official Conference is over, in meetings of the so-called Paris and London Clubs, which are made up, respectively, of big commercial and national banks from the US and Europe.

But one thing no Donors' Conference has ever, anywhere in the world done is give 1 billion dollars - or in fact any money - to a country which supposedly owes these banks money. If they do lend any money on paper they immediately take it away.

That is, a little money may be lent with one hand, but it will be immediately taken away with the other hand, to "repay the debt."

This has already happened with millions of dollars supposedly "given" to Yugoslavia by the international community. As is reported in a text by Dr. Prof. Michel Chossudovsky: "

"The [IMF] Board approved a loan [of] US $151 million under the IMF's policy on emergency post-conflict assistance in support of a program to stabilize the Federal Republic of Yugoslavia's economy and help rebuild administrative capacities. Of this amount, the [Belgrade] authorities will draw... US $130 million to repay the bridge loans they received [from Switzerland and Norway] to eliminate arrears with the IMF." (Quoted in "Economic Terrorism," by Dr. Prof. Michel Chossudovsky)

In other words, the authorities in Belgrade borrowed money from Switzerland and Norway to pay money owed to the IMF. Then they borrowed money from the IMF - and that was used to pay Switzerland and Norway!

This is a con game.

Sometimes the truth about the phony "Donors' Conferences" leaks out. Consider this excerpt from a 'Reuters' news dispatch. 'Reuters' lists all the terrible things that will happen if Yugoslavia does not cooperate. The first thing is :

1. "The US will oppose Yugoslav loans and assistance from international financial institutions such as the International Monetary Fund and World Bank. At stake will be a planned $260 million loan from the IMF to back up reform of an economy on the verge of collapse after
years of sanctions and warfare."

NOTE that they speak of loan not gift. No donation here !

And keep this in mind: every country that has relied on these phony loans has suffered. For 8 years we had no loans. But Rumania and Bulgaria which had loans lost all their industry and now their unemployed come to Yugoslavia looking for work. We will always be better off helping ourselves than being saddled with parasites from the International Monetary Fund and World Bank who are in business to strip countries like ours of everything we have sweated to build.

Here's the second 'disastrous' consequence of not cooperating with Washington:

2. "[This will mean putting off] Belgrade's plans to start negotiating a debt settlement with the Paris Club of sovereign creditors and commercial banks of the London Club... Of its total $12.2 billion external debt, Yugoslavia owes some $5 billion to the Paris Club and around $3
billion to the London Club."
('Reuters', April 2, 2001)

The 'Reuters' article talks about the Donors' Conference lending Yugoslavia $260 million. Based on much past experience, this money may never be loaned.

But even if it were actually loaned to Yugoslavia, it would immediately be used to pay back part of the supposed debt. No money would go to the economy or reach ordinary people. And look at what else the article says won't happen if Yugoslavia fails to cooperate :

* Failure to cooperate would mean putting off "Belgrade's plans to start negotiating a debt settlement with the Paris Club of sovereign creditors and commercial banks of the London Club."

How much money is involved in this debt that Yugoslavia would not have the pleasure of starting to repay ?

"Of its total $12.2 billion external debt, Yugoslavia owes some $5 billion to the Paris Club and around $3 billion to the London Club." ('Reuters')

So the "international community" claims Yugoslavia owes it at least $12 billion (US). And if Yugoslavia does not hand over Milosevic it will not have the pleasure of stripping all its industry to repay this debt.

Wouldn’t that be terrible ?

And how does the "international community" figure that Yugoslavia owes it $12.2 billion dollars? This is almost entirely interest on debts supposedly owed by the now nonexistent Yugoslav Socialist Republic. Here is a news report from Dec. 31, 1992, which explains it all :

"Headline: IMF Revokes Yugoslavia's Membership

"Text: The International Monetary Fund December 15 revoked Yugoslavia's membership and apportioned the country's foreign debt among what the financial institution designated as Yugoslavia's five successor republics.

The IMF took the action on the grounds that Yugoslavia had ceased to exist as a legal entity.

"Yugoslavia's foreign debt was about $15 billion, including $217 million owed to the IMF and $2 billion owed to the World Bank.

"A total of 36.5% of the debt was apportioned to Serbia-Montenegro, the new Yugoslav federation, which the IMF treated as a single republic. Croatia was deemed to owe 28.5% of the debt; Bosnia-Herzegovina, 13.2%; Slovenia, 16.4%; and Macedonia, 5.4%."

So in 1992, the IMF simply decided to say that the Federal Republic owed 5.475 billion US dollars. Since it now says we owe over $12 billion, that means that almost $7 billion of the supposed debt is interest! And when did that interest get charged ?

That interest got charged during the years of sanctions imposed by the same international community that now claims we owe all this interest !

Those sanctions hurt the Yugoslav economy to the tune of billions of dollars U.S.

By what right do these men, who starved Yugoslavia with sanctions, costing us billions, and then bombed Yugoslavia, causing at least $60 billion in damage not to mention the incalculable cost in human death and suffering, the pain of relatives who lost loved ones, the psychological damage to children, forced to hide in shelters from bombs, the long term damage of depleted uranium - how dare these starvers and bombers now claim that Yugoslavia owes them money?

Who are these men ? A Donors' Conference would give no money to Yugoslavia.

The only result would be: devastation of the Yugoslav economy. The Donors would order a forced sale of Yugoslavia's precious industries for pennies on the dollar to the same bankers who make up the Donors' Conference.

And when it was all over, the debt would still be there.

Because the money raised would be too little - as it is always too little, in every country where these bankers have imposed this scam - to pay the debt. Because you see that is the whole idea. They use the inflated debt to get hold of the industry, and when it is all over, they leave the country, stripped of all it sweated for years to build, of everything except - billions of dollars in debt.

We would gain nothing from this Donors' Conference.

But some things would be gone. Our industry would be gone. Our pride would be gone. Our honor would be gone.

And our patriots, they would be gone as well, starting with Mr. Milosevic, but not ending with him. Not ending with him.

Let us not follow this fool's gold chase proposed by the present authorities in Belgrade. Let us rely on ourselves, on our integrity and our own hard work. Let us trade with friends, not with thieves who try to break us with the fake lure of suckers' gold.

When they speak of the urgency of this Donors' Conference, the present authorities in Belgrade speak with passion. Their passion is real.

But it is not because they fear that if we do not go along with their proposals, Yugoslavia will lose money that it needs. On the contrary, they fear that if they do not produce for their masters in Washington, they will be punished.

For Washington has no friends, only future victims. Washington has laid down the law to these Belgrade authorities.

It has told them: you are taking too much time. Give us Milosevic. Give us the patriots of the Yugoslav Army. Give us those who fought us in Bosnia and Croatia. Give them to us NOW. And give us everything of value in Yugoslavia.

Because if you do not we will take you - the DOS leaders - in their place.

NEW RALLY IN NOVI SAD OF MILOSEVIC SUPPORTERS

NOVI SAD, Yugoslavia  - Supporters and opponents of Slobodan Milosevic clashed on Saturday at a rally of about 30.000 demonstrators loyal to Yugoslavia's ex-president, who was arrested three weeks ago.

In the fourth such demonstration since Milosevic was detained and transferred to a Belgrade prison, the ex-president's supporters traded insults with a group of his pro NATO opponents. Both sides hurled eggs or other missiles.

Milosevic' supporters appealed for the former president's release and vowed revenge if they succeeded in returning to power.

“Serbia is now full of political prisoners. There are no thieves in Serbian prisons, only political prisoners. Milosevic is a political prisoner”, one Militant of Socialist Party of Serbia (SPS), Ivica Dacic, told the crowd.

‘We're gonna get you for this crime of arresting Milosevic when we return (to power)”, said Milena Arezina, ex-president of the Commercial Court in Belgrade.

About a dozen members of the anti-Milosevic Otpor (the so-called “Resistance”) movement, in reality a fascist organisation linked to the CIA,  responded to a missile from the pro-Milosevic camp by hurling eggs into the crowd, witnesses said.

Another SPS official, Branislav Ivkovic, demanded that President Vojislav Kostunica, who succeeded Milosevic last year following a coup supporting by NATO , immediately call early elections.

He said the ruling Democratic Opposition of Serbia (DOS) would not last long enough to hand Milosevic over to The Hague.

“DOS will have no time to hand Milosevic over because elections will be called in September”, he said.

Three previous pro-Milosevic demonstrations since the president's arrest have been held in Belgrade. The next rally is planned for April 28 in Kragujevac.

Crimes de guerre de l'OTAN :

Un tribunal belgradois ordonne l'arrestation de dirigeants occidentaux

Certains croyaient l'affaire enterrée avec le départ de Slobodan Milosevic du pouvoir.

Pourtant, mercredi 17 avril 2001, un tribunal de Belgrade a confirmé les condamnations à 20 ans de réclusion prononcée sous le président Slobodan Milosevic envers l'ancien président Bill Clinton et 13 autres dirigeants dont Jacques Chirac ayant donné leur aval à la campagne aérienne de l'Otan contre la Yougoslavie en 1999.

Le tribunal de la région de Belgrade précise dans un communiqué que la notification de la décision et les mandats d'arrêt ont été envoyés aux principaux intéressés. Il a ordonné leur arrestation immédiate.

Les sentences avaient été prononcées le 21 septembre 2000 au terme d'un procès de quatre jours. Ce verdict avait été qualifié de ''ridicule'' par les nouveaux dirigeants proaméricains de Belgrade, dont l'arrivée au pouvoir a été financée par les USA et l'OTAN à coup de millions de dollars.

Il semble qu'il ait encore des magistrats indépendants à Belgrade.

En dehors de MM. Clinton, Chirac, Solana et Cook, les autres personnalités concernées sont l'ancienne secrétaire d'Etat américaine Madeleine Albright, l'ancien secrétaire américain à la défense William Cohen, le chancelier allemand Gerhard Schroeder, le chef de la diplomatie allemande Joschka Fischer, le ministre allemand de la défense, Rudolf Scharping, le premier ministre britannique Tony Blair, l'ancien secrétaire britannique à la défense George Robertson, le ministre français des affaires étrangères, Hubert Vedrine, le ministre français de la défense, Alain Richard, et l'ancien chef d'état major de l'Otan, le général Wesley Clark.

"LIBÉREZ SLOBO" : NOUVELLE MANIFESTATION POUR LA LIBÉRATION DE MILOSEVIC À BELGRADE

25.000 partisans de l'ancien président yougoslave Slobodan Milosevic sont descendus dans les rues de Belgrade pour réclamer sa remise en liberté, certains affirmant que son état de santé justifiait qu'il sorte de prison. Les agences occidentales, qui divisent systématiquement le nombre des manifestants, parlent de 2.500 !

La foule a bloqué la circulation devant le siège du gouvernement, scandant "Libérez Slobo, libérez Slobo" et brandissant des placards sur lesquels les nouveaux dirigeants pro-OTAN de Serbie, qui ont évincé Milosevic du pouvoir l'an dernier, étaient justement qualifiés de traîtres.

"Nous sommes rassemblés ici pour la liberté de la Serbie et la liberté de Slobodan Milosevic", a lancé aux manifestants Dejan Backovic, l'un des dirigeants du Parti socialiste (SPS).

La manifestation de samedi, la troisième du genre depuis l'arrestation de Milosevic, intervenait au lendemain de son retour à la prison centrale de Belgrade après son hospitalisation pour examens cardiologiques. Les médecins aux ordres du gouvernement ont estimé vendredi qu'il pouvait retourner en prison après deux jours d'examens à l'hôpital militaire de Belgrade.

Nos camarades du SPS ont cependant affirmé cette semaine qu'il avait frôlé une crise cardiaque avant d'être hospitalisé mercredi soir, ajoutant que son mauvais état de santé était dû à ses conditions de détention.

Contrairement à ce que prétendent les media de l'OTAN, le soutien populaire de la Serbie profonde et des ouvriers à Milosevic n'a pas diminué (la petite-bourgeoisie des grandes villes, avide de consumérisme, soutient, elle, la DOS pro-OTAN).

Un membre du comité exécutif du Parti socialiste, Branislav Ivkovic, a déclaré ce 14 avril aux journalistes que plus de 80.000 personnes avaient  en quelques jours signé une pétition en faveur de la libération de Milosevic.

Milosevic's lawyer, Toma Fila, argued in comments published Saturday 14 april, that the "current accusations against Milosevic are not enough to prosecute anybody, especially not a former head of state".

In an interview with the Belgrade daily, VECERNJE NOVOSTI, Fila claimed that his client suspects that he is "in jail because America wants that", and that there eventually "won't be any spectacular trial" or even a court hearing.

DECLARATION DU PARTI  SOCIALISTE DE SERBIE

Aujourd'hui à Belgrade, devant le siège du gouvernement de Serbie, le deuxième rassemblement de masse pour soutenir Slobodan Milosevic s’est déroulé.

25.000 citoyens et responsables du SPS ont exigé au cours du rassemblement que le président du SPS, Slobodan Milosevic, devrait continuer le traitement médical dans l'académie médicale militaire. Après des pressions politiques sur des médecins, le Président Milosevic a été  reconduit hier après-midi de cet hôpital à la prison centrale de Belgrade.

De nombreuses organisations yougoslaves et internationales appellent et agissent pour appuyer les demandes de libération de Slobodan Milosevic, de sorte qu'il puisse se défendre librement sur les fausses accusations portées contre lui, et l'arrêt des persécutions politiques.

Les orateurs ont souligné que le nouveau régime transforme la Serbie en camp de concentration, mais le peuple exige la liberté et la dignité. Ceux qui diffusent la haine et la crainte (les valets de l’étranger, pas des intérêts serbes), obtiendront la même chose en retour, les intérêts en plus !

Des citoyens du Monténégro ont apporté leurs saluts et appelé à voter contre le séparatisme, pour l’Unité des Serbes et des Monténégrin dans un Etat Yougoslave libre. 

Les manifestants se sont alors déplacé de la rue Nemanjina jusqu’au palais de justice avec l'intention de fournir une  pétition pour la libération de Slobodan Milosevic. La pétition ne put être fournie avec comme explication qu'il n'y avait personne habilité pour recevoir la délégation du rassemblement.

La manifestation s’est terminée avec l’appel pour une nouvelle manifestation samedi prochain dans la capitale de Vojvodine, Novi Sad.

Milosevic Security Aides Released, Re-Arrested

Two ex-officers in Slobodan Milosevic's state security apparatus were freed from custody on appeal by lawyers only to be quickly re-arrested on fresh accusations, a source close to the case said on Monday.

The source said a Belgrade court on Friday revoked the detention of Milan Radonjic and Branko Crni that was based on suspicion they had illegally spied on prominent public figures before Milosevic was toppled as Yugoslav president last October.

"Their lawyers, Zora Dobricanin-Nikodinovic and Dragan Mrakovic respectively, appealed and based on that the municipal court judge and the prosecutor agreed to revoke the previous custody", said the source, who declined to be named. "But another judge in Belgrade District Court immediately brought the two into new custody, also for a month, based on suspicion of revealing state secrets linked to another case". The nature of the state secrets was not known.

About a dozen Milosevic associates are under criminal investigation, some in custody, for offenses ranging from embezzlement to suspected murder of regime opponents. Radonjic and Crni were originally detained on March 10 on suspicion of illegally tapping phones of Milosevic's opponents and conducting other kinds of surveillance with the aim of using material gathered to discredit them.

On Friday, the District Court found the two linked to the case of another former senior security official, Nikola Curcic, also in custody on suspicion of revealing state secrets, sources close to the case said. In an interview with Reuters last month, Nikodinovic said that Radonjic had vowed to defend himself with silence because he believed he was not authorized to break his professional vow to keep state secrets.

The source said on Monday "that fact speaks for itself. The court obviously could not find enough evidence to extend custody based on previous suspicion". Milosevic's former state security czar, Rade Markovic, has been in custody since February.

FALSE CHARGES AGAINST MILOSEVIC !

The trail Running Dry in the Hunt for Milosevic so-called "Assets".

A worldwide hunt for money allegedly looted by Slobodan Milosevic has failed to nail down any assets of the former yougoslavian president, officials and investigators said on Thursday 11 April.

One trail runs from a Yugoslav gold mine to Switzerland, others point to secret bank accounts in Cyprus, Greece and Switzerland and in Britain, police are doing an asset-tracing exercise. But nothing has been traced to Milosevic, they said.

"The hunt is going on but with very little to show so far", Yugoslav Ambassador to Britain, Vladeta Jankovic (menber of proNATO DOS), told Reuters. "People are trying desperately. They've been in Switzerland, Cyprus and also in London".

On the trail are investigators from the new proNATO government of Yugoslavia, Switzerland, the U.S. treasury department, British and Western intelligence agencies, police and the UN chief war crimes prosecutor, the american muppets, Carla del Ponte.

The alleged plundering of Yugoslav state assets is at the heart of Belgrade's charges of embezzlement, abuse of power and siphoning off government funds against Milosevic, after his April 1 arrest.

The new Yugoslav Central Bank governor Mladjan Dinkic has said, without any evidence to show, that Milosevic allegedly squirreled away $4 billion.

But a senior Yugoslav government official who declined to be named said investigators so far "did not find a penny that belongs to Milosevic personally".

For his part, Swiss Justice Ministry spokesman Folco Galli said: "There is no money belonging to Milosevic in banks in Switzerland".

Slobodan Milosevic hospitalisé pour des problèmes cardiaques

L'ancien président yougoslave Slobodan Milosevic, en prison depuis le 1er avril, a été hospitalisé à Belgrade pour des "troubles cardiaques aigus".

L'ex-président, âgé de 59 ans, a été hospitalisé mercredi soir après un malaise et il a subi de nouveaux examens jeudi. Il a été transporté à l'hôpital militaire de Belgrade après que les médecins de la prison centrale eurent constaté des "troubles cardiaques aigus".

Selon un employé du bureau de son avocat, Me Toma Fila, l'ex-président se trouvait toujours au contraire à l'hôpital militaire, où il devait subir de nouveaux examens.

Cet employé, Mihajlo Bakrac, a déclaré à l'AFP que les médecins devaient procéder à "des examens supplémentaires".

VojinovicUne responsable du Parti socialiste (SPS), dont Milosevic est toujours le président, s'est déclarée "inquiète et étonnée" de l'aggravation de la santé de l'ancien président. "Cela témoigne des conditions de vie à la prison centrale et de la manière dont les autorités traitent un des prisonniers", a déclaré cette responsable, Ana Djurovic.

Mercredi, le SPS avait réclamé la "libération immédiate" de Slobodan Milosevic et dénoncé "les conditions insoutenables de sa détention, qui menacent sa santé".

The Socialist Party of Serbia has always been and today is firmly committed for preservation and development of the Federal Republic of Yugoslavia as common federal state of the equal republics Serbia and Montenegro, their peoples and all citizens.

Preservation of Yugoslavia is a key for peace, stability and development in the Balkans. Her  survival and development are in harmony with European integrational processes and are the best barrier for all separatisms threathening to the peace and stability of South East Europe and of whole continent.

Foundation of Yugoslavia eighty three years ago was not a mistake of Europe, as some DOS member parties and leaders claim in order to express loyalty to those who ordered destruction of Yugoslavia - but greatest achievement of Europe. Being for more than eight decades factor of stability and balance in a strategically extremely important part of Europe, today and in the future she must play even more important role of linking and of preventing any separatism and terrorism.

Spreading of inconfidence and new divisions have a goal to weaken Serbia and Montenegro, slow down their development and strengthen the appetites of their enemies. Yugoslavia is a symbol of peace, dignity and equal cooperation. She never threatened to anyone, accepting always as partner everyone ready to cooperate on peace, security, development. That's why
preservation and development of Yugoslavia represent common interest of her people and citizens, interest of the peoples of Balkans, of Europe and of whole world.

Socialist Party of Serbia supports all political, patriotic forces in Montenegro standing for preservation of Federal Republic of Yugoslavia and wishes them success in the forthcoming parliamentary elections with conviction that Yugoslavia will win.

SNP President: 

No Change in Stance Regarding War Crimes Tribunal

President of the Montenegrin Socialist People's Party (SNP) and head of the Together for Yugoslavia coalition Predrag Bulatovic ruled out Tuesday evening any possibility of SNP changing its stance regarding the ban on extraditing Yugoslav citizens to the War Crimes Tribunal in The Hague.

Addressing a pre-election gathering in Podgorica, Bulatovic noted that cooperation with the Tribunal must be established as it was created by the international community, but that this does not mean that Yugoslavia must copy its Statute.

"We shall not vote for the extradition of our patriots to The Hague", Bulatovic said.

The Tribunal can be described as a "court of injustice", since it is not even thinking of indicting the men who had ordered the NATO aggression on Yugoslavia or of investigating its crimes, Bulatovic said.  (Borba)

Serbian Radical Party for Forming Inquiry Board in Milosevic Case

Serbian Radical Party leader Vojislav Seselj said on Monday that his party will support the setting up of an inquiry board that would investigate circumstances under which former Yugoslav president Slobodan Milosevic has been arrested, if proposed in the Serbian parliament.

In a Serbian parliament session break, Seselj told reporters that these circumstances should be examined, since he thinks that people with black masks who appeared around Milosevic's house were not special police units, but bounty hunters who wanted to arrest Milosevic.

He added that for this purpose a helicopter was ready at the border between Serbia and Republika Srpska, that was supposed to transport Milosevic to be extradited to The Hague tribunal.

JUL Spokeswoman - Police Planted Weapons in Milosevic's Villa

Yugoslav Left (JUL) spokeswoman Dragana Kuzmanovic said on Monday that the party had information that the weapons found in the villa of former Yugoslav president Slobodan Milosevic in Uzicka street had been planted by the police.

According to her, seven members of a Belgrade police special unit were ordered to hide arms and explosive devices behind the radiator and in the corners of Milosevic's house after he had been taken to investigating bodies.

Kuzmanovic told a press conference that one of them, who after carrying out his task was on the verge of a nervous break-down, informed the party about that.

Yugoslav President Vojislav Kostunica said that there is no justice if it is selective and in parts, Kuzmanovic pointed out and said that was the reason why JUL insists the public be informed who were the people in jeans and masks who "raided the house in the night of March 31 and tried to liquidate Milosevic and his family by using shock bombs."

DECLARATION DU PARTI  SOCIALISTE DE SERBIE

Le Comité Central du Parti Socialiste de Serbie s'est  réuni aujourd'hui à Belgrade à la fin du rassemblement  massif en soutien au Président du SPS, Slobodan Milosevic, détenu depuis une semaine. Le Comité Central a déclaré que le  rassemblement devant les bâtiments du Gouvernement de Serbie était un grand succès.

Plusieurs orateurs, jeunes socialistes, membres de la direction du parti et invités du Monténégro ont été encouragés et applaudis par plus de 20.000 citoyens. La demande principale lancée aux autorités était de libérer Slobodan Milosevic immédiatement, de le laisser défendre son innocence et d’arrêter les détentions pour motifs politiques. La proclamation lue lors de la réunion demandait aux autorités de s’expliquer sur ces hommes armés masqués, ne portant ni insignes officiels ni autorisation d'un procureur ou d'un juge, qui ont attaqué la résidence de Slobodan Milosevic.

La proclamation a souligné que la DOS ne tient qu’une seule de ses promesses: elle libère les terroristes albanais et met les patriotes de Serbie en prisons. Elle fait commerce des intérêts nationaux et publics. Elle vend la dignité de la Serbie "pour une  poignée de dollars". En plein Belgrade, les fonctionnaires de  la DOS déroulent le tapis rouge pour Solana, Cook et d'autres  criminels de guerre. Tandis qu'ils font parade de leur "appui  international", les séparatistes du Monténégro, de la Vojvodine et de la Raska tentent également de détruire la Yougoslavie et la Serbie. La misère et la pauvreté sont le lot quotidien.

La délégation des protestataires est allée à la prison centrale de Belgrade pour rendre visite à Slobodan Milosevic et pour lui présenter la proclamation, mais en a été empêchée par les autorités responsables. Ceci a provoqué une autre protestation parce que les autorités de Serbie ont été officiellement priées d’accorder la  permission de rendre visite à Slobodan Milosevic, 24 heures à l'avance.

PROCLAMATION OF SOCIALIST PARTY OF SERBIA

The Socialist Party of Serbia (SPS) condemns in the strictest terms the current regime's illegal, witch-hunting investigation and arrest of SPS President, Slobodan Milosevic. The Ministry of Interior employed more policemen in the siege and attempted arrest of Mr. Milosevic than have been employed in the defense of southern Serbia from terrorists. These actions are a mark of shame for Serbia and Yugoslavia. Who were the masked, armed men, bearing neither official insignia nor the authorization of a judge investigator, who attacked Mr. Milosevic's residence? This was a criminal attack. Responsibility must be established.

Citizens of Serbia realize that the DOS regime did not bring false charges and stage the violent assault on Mr. Milosevic's residence in order to establish the alleged guilt of Slobodan Milosevic. Rather, these actions were staged to fulfill the orders of the regime's foreign masters. Charges have been brought against Slobodan Milosevic in order to conceal the responsibility of those who ordered the aggression against and destruction of our country and the killing of its citizens.

Slobodan Milosevic is a symbol of the Serbian people's struggle for dignity and the protection of national and state interests. President Milosevic united the citizens of Yugoslavia in their heroic defense against criminal NATO aggression. Nobody should have any illusion that putting Slobodan Milosevic on trial can change the truth and make the Serbian people the guilty party!

The DOS regime is fulfilling only one of its promises: it is releasing Albanian terrorists and putting Serbian patriots in jails. It trades away national and state interests. It sells the dignity of Serbia "for a handful of dollars". In the middle of Belgrade, the DOS officials roll out the red carpet for Solana, Cook and other war criminals. While they show off their "international support", the separatists in Montenegro, Vojvodina and Raska organize further attempts to break up Yugoslavia and Serbia. In everyday life misery and poverty rule.

No more lies! No more frauds!

We demand the immediate release of Slobodan Milosevic and the immediate end of the political processes and witch-hunts which have been launched against members of the Socialist Party of Serbia!

The Socialist Party of Serbia will continue the decisive struggle for the interests of Serbia and its citizens, for the protection of the Federal Republic of Yugoslavia, for peace, stability and equal cooperation among peoples.

The SPS declares its appreciation to all who by participating in the symbolic 'peoples` guards', gave moral and political support to Slobodan Milosevic and the Socialist Party of Serbia.

We are grateful to all progressive people, both in Yugoslavia and abroad, for their solidarity and support to Slobodan Milosevic and Socialist Party of Serbia.

Most important Yugoslav living philosopher, professor Mihailo Markovic, member of the Serbian Academy of Sciences and Arts, member of several international scientific societies and visiting professor in many foreign universities, including in USA, made today the following statement on the arrest of president Milosevic:

Present Yugoslav authorities know that Slobodan Milosevic is not a war criminal and yet they arrested him and intend to deliver him to the Hague tribunal the partiality of which is quite obvious. Its prosecutor, notorious Carla Del Ponte declared in advance that for his "crimes" Milosevic will get life imprisonment. He is guilty before anything was proven, he is punished before the trial even started. In any truly legal institution this lady would be fired and the case dismissed. Unfortunately the Hague tribunal is not a legal but a political institution fully subordinated to the only-remaining word superpower.

It is common knowledge that multinational former Yugoslavia was not broken by former Yugoslav president but by separatist forces, supported from outside. All evidence points out that the four wars in former Yugoslavia were not produced by Milosevic but by paramilitary forces of secessionists.

There were indeed appalling atrocities in those wars, as in every civil war in history. But they were committed by all parties. There was no systematic Serbian policy deserving to be characterized as genocide or crime against humanity.

Besides, when similar crimes took place in some other wars (for example war in Vietnam) only those who committed them were held responsible, not presidents of USA and other countries.

Certainly everyone, including Milosevic is responsible if he broke the international low and the lows of his country. However, our entire civilization and any truly legal system rest on the principle that guilt must be proven and that each human being must be presumed innocent before trial begins

I am convinced that Milosevic would not have been arrested had this not been demanded by the USA in order to absolve itself from the moral and legal responsibility for bombardment of Yugoslavia.

SPS ON MILUTINOVIC RESIGNATION

President of the Republic of Serbia Milan Milutinovic submitted yesterday his resignation from the posts of vice-chairman and of the member of Head Committee of the Socialist Party of Serbia, the principal opposition party on both - Serbian and Federal levels. His letter to the Head Committee followed only a day after the President of the Party Slobodan Milosevic was put in detention by Serbian authorities. Milutinovic who has acquired extraordinary political carrier being one of the closest friends of Milosevic and who won Serbian presidential elections as the candidate of Socialist Party, has kept him self completely away from public political life ever since Democratic opposition took power in Yugoslavia and in Serbia towards the end of last year.

Executive Committee of the Socialist Party of Serbia has issued today a statement reacting to complaints of Mr. Milutinovic that he has been asked in various occasions to act beyond his powers. The statement says that Socialist Party has been expecting President Milutinovic to publicly condemn escalation of Albanian terrorism in Kosovo and Metohija and southern districts of Presevo, Bujanovac and Medvedja as it is his principal duty to defend peace, stability, integrity of the Republic and human rights of all citizens. He has been asked to visit those regions, the same way as many other less competent officials have been doing.

The statement confirms that Milutinovic has been urged by his Party colleagues to use his constitutional powers and refrain from signing certain laws considered by the Party to be contrary to the interest of the Republic, such as Amnesty law and law on abolishing the Law on privatization. He was also asked to amnesty Dragoljub Milanovic, former director of the state television (RTS), who was accused and detained two months ago under accusation of being responsible for the death of sixteen RTS employees, who were killed by NATO bomb on April 23, 1999.

All these expectations and initiatives of Socialist Party of Serbia have been ignored by Mr. Milutinovic.

The Socialist Party of Serbia has strongly criticized Milutinovic's move, reminding him that he has never been dissatisfied while exploiting the Party and friendship with Milosevic for very fast and privilege rendering rising-up to the top of the power - first Ambassador to Athens, then Minister of Foreign Affairs and finally President of Serbia.

Milutinovic's resignation will soon be considered by the Head Committee of the Party.

Milosevic affirme que le procès intenté contre lui est une mise en scène politique. L'ancien président yougoslave Slobodan Milosevic a affirmé dans une réclamation contre la décision de la court de Belgrade de le mettre en détention que son procès était une mise en scène politique : " Je crois que les procédures de la court contre moi sont une manoeuvre politique ordonnée par les nouvelles autorités dans le but de ternir et de discréditer mon long travail, et particulièrement parce que je me suis opposé aux détenteurs du pouvoir mondial dans l'intérêt de l'Etat et du peuple. "

Milosevic a rejeté les motifs de sa détention en expliquant que " durant les six derniers mois; j'ai été accusé et condamné pour tous les actes criminels possibles dans la totalité de la presse du nouveau régime, et pourtant je ne me suis pas enfui ".

Milosevic affirme dans cette réclamation, tout en précisant qu'il a toujours été disposé à comparaître devant les instances judiciaires de son pays : " Je pose cette réclamation uniquement dans l'intérêt de la vérité. Je ne m'oppose pas aux investigations portant sur ce que j'ai fait dans ma vie, mais je ne veux pas être traité comme un criminel à cause de ce que j'ai fait pour l'Etat au mieux de mes capacités."

La JUL affirme que l'arrestation de Milosevic amnistie l'OTAN

La porte-parole de la Gauche yougoslave (JUL) Dragana Kuzmanovic a affirmé lundi que " l'arrestation de Slobodan Milosevic avait amnistié les bombardements de l'OTAN sur la Yougoslavie et volé la liberté du peuple serbe ".

Elle a affirmé dans une conférence de presse que l'ancien chef de l'Etat avait été arrêté " avant l'ultimatum du 31 mars " et elle a insisté sue le fait que la JUL avait demandé aux autorités yougoslaves que soit relâché Milosevic en attendant le procès. Elle a condamné avec force les actions des " prétendus unités spéciales qui étaient masquées, et qui comportaient des individus noirs " qui " se sont frayés un chemin l'arme au poing dans la demeure du présidant Milosevic " ainsi que la police qui " protégeait ces terroristes masqués de la colère du peuple. "

L'arrestation de Milosevic a été applaudie par les Etats ennemis. Selon le Parti radical Serbe (SPS), l'arrestation de l'ancien président yougoslave Slobodan Milosevic a été uniquement saluée par les pays et les individus hostiles à " notre nation et notre peuple. "

Le SRS explique ainsi  dans un communiqué " qu'il est révélateur que le soutien soit venu uniquement des pays et des individus qui ont une attitude hostile envers notre nation et notre pays, comme l'Albanie et le chef de la Croatie Stipe Mesic ". " Obéissant aux ordres de leurs maîtres américains, Vojislav Kostunica et Zoran Djindjic n'ont jamais cessé de penser que l'arrestation aurait des conséquences désastreuse pour notre pays et proclamerait au monde entier la culpabilité du peuple serbe concernant tout ce qui est advenu sur le territoire de l'ancienne Yougoslavie."

Le SRS a affirmé que " Slobodan Milosevic ne représentait pas que lui-même, mais qu'il avait représenté notre Etat et notre nation au cours des dix dernières années ". " Il n'y aura jamais de fin aux humiliations car, à cause des détenteurs du pouvoir du bloc d'opposition démocratique de Serbie (DOS), les serbes ont été déclarés coupables des crimes commis par les bouchers oustachis de Croatie et par les moudjahidins  dans l'ancienne Bosnie-Herzégovine, les crimes commis par les terroristes ethniques albanais au Kosovo-Metohija, et les crimes de l'OTAN en 1999. "

Les radicaux du SPS ont insisté sur le fait que " suite à l'humiliation de notre nation par l'ONU, on donne encore le droit à la Croatie et à la fédération musulmane et croate de Bosnie  de traiter la République Fédérale de Yougoslavie comme l'agresseur, et le droit de demander des réparations de guerre ". " Après l'indigne soumission du régime du DOS à l'ultimatum et après l'arrestation de Milosevic d'une façon totalement inacceptable,  c'est seulement une affaire de jours avant qu'ils ne l'extradent au prétendu tribunal de la Hague, violant pour la énième fois la constitution du pays."  

 

Moscou, le 2 avril 2001.

Slobodan Milosevic, président du Parti Socialiste serbe et ancien président de la République fédérale de Yougoslavie, a été arrêté à Belgrade. Tout indique clairement que cet acte a été ordonné parles Etats-Unis. L'intensité de la pression exercée sur le gouvernement yougoslave a été sans précédent, et la décision d'arrêter M.  Milosevic a été prise sous la menace de sanctions économiques et politiques indignes.

Il s'agit de la plus déplorable interférence dans les affaires internes d'un Etat souverain, et d'une violation explicite des normes juridiques internationales, déjà transgressées, par les bombardement illégaux sur l'Irak, la Libye et le Soudan, et particulièrement lors de l'agression de l'OTAN contre la Yougoslavie en 1999.

En arrêtant l'ancien dirigeant d'un pays étranger, les Etats-Unis ont créé un dangereux précédent dans les relations internationales. Les conséquences de ce précédent pourraient être considérables pour tout dirigeant d'un Etat cherchant à maintenir une position et une politique indépendante, ce qui inclue les présidents de Russie et de Belarussie.

Si l'on conserve cela à l'esprit, le silence assourdissant du ministre des affaires étrangères de la fédération de Russie est tout simplement choquant. Les forces yougoslaves en faveur d'un préservation de l'amitié historique entre le peuple yougoslave et la Russie ont été ouvertement attaquées. La persistance de l'actuelle politique irrationnelle du ministère russe des affaires étrangère risque d'entraîner la fin de toute présence russe dans les Balkans.

La décision du régime yougoslave d'arrêter l'ancien chef de l'Etat en échange d'une " aide " financière est méprisable, surtout depuis qu'il est évident que la demande d'arrestation de Slobodan Milosevic est venu des chefs de l'OTAN, qui l'accusent de crimes contre le peuple yougoslave et d'être responsable des dommages de guerre qui excèdent 10 milliards de dollars.

L'union patriotique du peuple de Russie condamne la persécution de Slobodan Milosevic, cet acte allant aggraver les tensions en Yougoslavie contrairement à nos espoirs de paix et de stabilité dans le pays.

Jugeant que la persécution du chef du Parti Socialiste serbe représente une tentative d'imposer le " nouvel ordre mondial " américain, l'union patriotique du peuple de Russie en appelle à une campagne international pour faire cesser la persécution de Slobodan Milosevic et pour soutenir les forces patriotiques de Yougoslavie qui continuent à résister aux conquêtes de l'OTAN.
